When the blade s top side is almost dry turn it over to paint the underside.

You could use generic liquid primer but this stuff is much less messy and goes on easier and more evenly.

When you spray you want to spray 6 to 8 inches away from the surface and work in a side to side motion across the blade so you get an even coat.
I left the main part of the fan in place and just removed the blades.
Allow them to air dry.
